Dhaka Ahsania Mission (DAM) Invites applications for the following position for immediate appointment ongoing 2 years SEIP-SD3 Project, in partnership with British Council and funding support of ADB & Ministry of Finance.

  1. National subject matter Consultant – Textile
  2. National subject matter Consultant- Light engineering
  3. CBT Assessment and Certification Specialist/Consultant

National Consultant

Bench Mark for the Position :

  1. Minimum have a bachelor in the respective field.
  2. Minimum eight years of similar experience in skill training program development and implementation.
  3. Prior experiences on developing CS (Competency Standard) and CBLM (Competency Based Learning Material) in respective field desirable
  4. Good English writing and speaking skills essential, familiar with computer operations –specifically word, internet and decent keyboard typing skills
  5. Sector expertise / subject matter knowledge essential and should have good industry linkages
  6. Deadline oriented, proactive and team working skill.

Key  responsibilities for National Subject Matter Consultant (Light Engineering)

The competency standards to be developed on (i) Automotive Technology and (ii) Mechanical Fitting occupations.
Competency Based Learning Resource development for on (i) Welding, (ii) Electrical Installation and Maintenance and (iii) Refrigeration and Air-conditioning

Key  responsibilities for National Subject Matter Consultant (Textile)

The competency standards to be developed on (i) weaving technology (ii) Yearn manufacturing (iii) Ring frame basis and techniques.
Competency Based Learning Resource development for on (i) Fashion garments.

Key  responsibilities for CBT Assessment and Certification Specialist

 (i)    Developing generic assessment guides and tools, and providing technical support to subject matter consultants in preparing occupation specific assessment guides and tools. (ii) Developing strategies and implementation plans (Operation Manual) for a quality assurance mechanism. (iii) Demonstration of sample assessment system for the SEIP training providers based on the manual (in 4 centres; 2 in Dhaka and 2 in Chittagong). (iv) Conduct of training needs assessment for Assessors (v) design and development of training courses for assessors (Training manual). (vi) delivery (organizing and conducting) of the training programme for assessors in 4 centres. (vii)Trialing of the courses on assessment and certification in 4 centres (viii) evaluation of the training programme of assessors in 4 centres (2 in Dhaka and 2 in Chittagong).

Key  responsibilities also include

CS and CBLM are to be developed as per the list from SEIP and to be endorsed by corresponding Industry Skills Councils (ISCs) and approved by BTEB. The consultant will develop course material including ICT based materials where feasible, identify equipment required and assessment tools. Each set of course material will comprise at the minimum (a) Trainee’s Handbook (b) Trainers Manual comprising (i) Session plans (ii) Assessment Module & Tools (iii) Trainer notes &Training Aids.
The development of curriculum and course packages will be through a participatory process which will include forming a team of trainers, occupational based industry experts and related specialist from different relevant institutions, through the concerned ISCs who will be also involved in trailing the materials.
Review and update the training programs developed by the industry associations so as to align them to the competency standards and duly endorsed by ISCs and approved BTEB in due course. The qualification packages will be trailed, assessed and revised before taking to scale more widely.
