Job Context
- DAM Foundation for Economic Development (DFED) (an institution of Dhaka Ahsania Mission, MRA license-00109-02243-00747) is working to enhance the socio-economic condition of poor people for creating their employment opportunities, raising income and increasing their asset and financial resources. DFED is currently looking for competent and experienced Personnel for the overall management of DFED & its field operations. This position is based with Head Office as well field management of DAM Foundation for Economic Development (DFED).
- The Chief Executive Officer (CEO) of a microfinance program is responsible for the overall management of the institution, including setting strategic direction, overseeing operations, managing finances, developing new initiatives, building a strong team, and ensuring the program achieves its goals of providing accessible financial services to low-income populations. Essentially acting as the leader and primary decision-maker of the organization. He/ She will be in charge of the overall management of the institution, including providing clear leadership and direction to the institution, ensuring solid operation and financial performance, recruiting and developing the talent needed to accomplish high performance standards and overseeing new operational systems.
- The Chief Executive Officer shall be responsible for the day to day management of the DFED and without prejudice to the generality of the foregoing provisions. He/ She will be responsible for overall administration, monitoring, coordination, management and control of funds and resource of the DFED within the policies, parameters and guidelines set by the Management Council.
- Job Location: DFED Head Office, Adabar- Dhaka (50% Field Visits)
Job Responsibilities
Strategic Leadership:
- Provide visionary and strategic leadership to the organization, ensuring alignment with the organization’s vision, mission and goals.
- Develop and execute the DFED’s strategic plan to achieve growth and profitability.
- Identify new opportunities and drive innovation within the organization.
Operational management:
- The Executive Head shall be responsible for the day to day management of the DFED and without prejudice to the generality of the foregoing provisions. He/ She will be responsible for overall administration, monitoring, coordination, management and control of funds and resource of the DFED within the policies, parameters and guidelines set by the Management Council.
- Oversee the day-to-day operations of the organization, ensuring efficiency and effectiveness across all departments.
- Responsible for personnel management, office administration at Branches, Areas and Zonal offices.
- Formulation of annual plan for operation of the Branches, Areas and the Zonal level and ensuring proper execution.
- Set performance goals and metrics for the team, regularly evaluating and addressing performance issues
- To prescribe and assign the duties of all employees and staff of the DFED.
- Maintain DFED operational discipline in the field and in the office;
- Determining appointment or removal of all employees at any level, either permanent or temporary following the service rules approved by the Management Council.
- To supervise and exercise disciplinary control over the work and conduct of all the employees of the DFED.
- Promote a positive and inclusive work environment that supports employee engagement and development.
Financial Oversight:
- Liaison with PKSF, scheduled bank and other financial institutions for ensuring the fund inflow of DFED.
- Develop and manage the organization’s budget, ensuring financial health and sustainability.
- Determine salaries in accordance with the service rules of the organization in consultation with the Secretary General and subject to approval by Management Council.
- Overall Fund Management at the field level, which includes determining loan portfolio, promotion of products, expansion of borrowers, timely disbursement and recovery, management of overdue, reducing bad loan and other DFED program implementation issues.
- Monitor financial performance, analyze key metrics, and make strategic adjustments as necessary.
- Report on the organization’s financial and operational performance to the Management Council and Donor’s.
Business Development:
- To secure the fulfillment of any contract, agreement or engagements entered into by the DFED by mortgage or change of all or any of the properties of the DFED from time to time or in such manner he/ she may think fit in the interest of the organization provided that these are carried out within the guidelines/parameters approved by the Management Council.
- Strictly maintain selection criterion of borrowers, examine loan applications, check previous records before any loan decision ;
- Develop new DFED products and policy for its operation;
- Build and maintain strong relationships with clients, partners organization & Management Council;
- Represent the organization in events, conferences, and meetings.
Other Responsibilities:
- The Executive Head of the DFED will function as ex-officio Secretary of the Management Council. He/ She will provide support to the Secretary General in discharging his duties. He/ She will prepare and present the annual report, budget and financial reports in the Management Council meeting. In the absence of the Secretary General, the CEO shall serve the notice of the meetings of the General Council and the Management Council.
- Ensure compliances of the audit (internal and external) within shortest possible time;
- Ensuring daily monitoring on field activities and provide necessary support accordingly;
- Ensure that DFED guidelines are followed properly by all concerns at the field;
- Maintain functional linkage and coordination with other Project/ programs of DFED in the Microfinance program areas and extend supports as requested and needed;
- Ensure that periodical reports and submitted on regular basis to partner’s and donor’s;
- Work in close coordination with all Staffs of DFED;
- Ensuring that DFED program achievements are within the bounds of Credit Rating Standards ;
- Any other assignment as entrusted by the Supervisor/Management Council;
- The Chief Executive Officer for all purpose will remain accountable to the Secretary General.

Educational Requirements
- Masters in any discipline (Business Studies & Social Science are preferable).
- Other Subsequent Qualification-At least 2nd class/division in all academic exams.
Working Experience
- At least 05 years of experience in Deputy Director/DGM or CEO position.
- 15 years of working experience in microfinance sector.
Additional Requirements
- Age limit at most 55 years.
- Spoken and writing skills both in English and Bengali.
